Andorra la Vella

Andorra publishes no building-level register of empty flats or buildings. The Government's provisional count, from electricity-contract data, is about 2,000 empty flats nationwide (29 July 2024), and its housing bill lets it order owners to cede them for up to five years. In the capital, the Comú's Reviu programme buys or partners on empty private flats (first project: Carrer del Puial 6, 29 June 2026) and has approved turning the former Hotel Jaume I into 18 homes for older people, while the national housing institute is tendering to buy whole residential or former hotel buildings (€21.6 million, June 2026). The radar adds OpenStreetMap brownfield land; there is no open vacancy layer.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of empty buildings exists. The nationwide figure of about 2,000 empty flats is the Government's provisional estimate from electricity-contract data (29 July 2024), not a list; no addresses are published.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

Santa Coloma — Avinguda Santa Coloma

The former Hotel Jaume I is the capital's clearest case of an unused building being turned into affordable homes under a public concession.

  • 18 homes: nine one-bedroom flats and nine studios on six floors
  • 30-year concession at €7,110 a month, three-year grace period
  • About €2 million total cost

Risk: A single concession already awarded to one operator; the owner is not named and the closure date is not published.

Old town — Carrer del Puial

The Comú's Reviu programme started here: an uninhabitable private flat refurbished for the parish's rental pool, with the owner paying most of the works.

  • Contract of €116,804.59: Comú €60,000, owner €56,804.59
  • €46,500 recouped through reduced monthly rents
  • Works in 12 weeks from site preparation

Risk: Single flats, not buildings; the owner keeps the property and the Comú recoups its share through reduced rents.

Comú d'Andorra la Vella — Reviu programme

Acquires or partners on empty private properties, renovates them and adds them to the parish's rental pool, by public-private partnership; it has used a 30-year usage concession (Hotel Jaume I) for a whole building. A co-operative can offer to be the concessionaire or manager of a building, or to bring an owner with an empty building to the Comú.

Allocation rule

Government — Institut Nacional de l'Habitatge (INH) and the housing bill

The INH has opened a €21.6 million tender (it can grow to €35 million) to buy whole residential or former hotel buildings for about 150 affordable homes, and it repurposed a former hotel at Aixovall into 14 rentals. The 2024 bill adds a compulsory temporary cession of empty flats: an owner has three months to prove occupancy, then the Government can take the flat's use for up to five years at an affordable rent. A co-operative can partner with owners who would sell or cede to the INH.

Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

What this radar cannot see yet

  • No register of empty buildings exists. The nationwide figure of about 2,000 empty flats is the Government's provisional estimate from electricity-contract data (29 July 2024), not a list; no addresses are published.
  • The status of the bill is not confirmed here: the articles read describe the draft law approved by the Council of Ministers on 30 July 2024. A search extract points to its enactment as Llei 5/2025 of 6 March, but the law text was not opened.
  • No open building register, cadastre layer or orthophoto service was found: parish geoportals exist (Ordino launched a cadastre geoportal) but no download or WMS was reachable, and the Catalan (ICGC) and French (IGN) orthophoto services returned blank tiles over Andorra, so building cards show Esri's World Imagery instead. Floor areas come from the Global Building Atlas only.
  • OpenStreetMap maps the 'Antiga Clínica Santa Coloma' as a ruin, but no source on its ownership or status was found.
  • Escaldes-Engordany, the other half of the conurbation, is a separate parish and outside this radar's boundary; the 14-flat hotel at Aixovall is outside it too.
