Palma

Palma has the fewest empty homes of the five cities in this round — 16,349 of 182,186 (9%) in the 2021 census — and its empties are few but large and mostly public: the old prison (8,081 m², unused for more than 25 years, squatters removed on 11 June 2026), the GESA tower (15,915 m², bought by the City in March 2025 after 15 years of litigation) and the Son Busquets barracks (about 11 hectares, now owned by the State land agency). The City's geoportal publishes planning, not property: 89 residential urban-transformation areas (8,920 planned homes), while the cadastre records 42 ruins and 691 declined buildings of 300 m² or more.

Office figures: No broker publishes an office vacancy rate for Palma; the cadastre records 240 office buildings of 1,000 m² or more (about 1.72 million m² of gross floor area) but not whether they are let. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No list of empty or unused municipal buildings is published; the IDE Palma layers cover planning, infrastructure, schools and tourism, not property or condition.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

North-east: Son Gotleu, Son Busquets and the Valldemossa road

Two of the island's largest unused public sites sit side by side: the old prison and the Son Busquets barracks.

  • Old prison: 8,081 m² built, disused for over 25 years, 139 temporary homes planned
  • Son Busquets: about 110,000 m² bought by SEPES in April 2023, 831 homes planned for €80.5 million

Risk: Both are committed — the prison to a City scheme for essential workers, Son Busquets to a State housing plan stalled in public exposure.

Seafront (Passeig Marítim) and Cala Major

The biggest recent public purchase of an empty building — the GESA tower — and a sealed commercial building in ruin proceedings lie on the same waterfront road.

  • GESA: 15,915 m², empty for about 15 years, bought for about €30.6 million with two plots
  • Joan Miró 288: 813 m², shops sealed since October 2025, ruin file opened 21 July 2026

Risk: GESA is planned for culture and innovation, not housing; Joan Miró 288 may be demolished for flats if declared in ruin.

Ajuntament de Palma — the old prison (139 temporary homes)

The City keeps the prison structure and will turn it into a municipal complex of 139 temporary homes for essential workers, managed by the City; the basic project is being contracted and construction is expected to take 18 months after the tender. A co-op can offer to manage or co-develop part of the long-stay units, or ask for a share reserved for cession-of-use households; rents and budget are still to be set.

Public owner

SEPES — Son Busquets barracks land

SEPES owns the former barracks (about 11 hectares) and plans 831 affordable homes with €80.5 million from the Housing Ministry; the preliminary special plan was presented on 24 July 2024 and the City must put it to public exposure. A co-op can ask SEPES and the City for plots reserved for co-operative or cession-of-use schemes before the plan is fixed.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • No list of empty or unused municipal buildings is published; the IDE Palma layers cover planning, infrastructure, schools and tourism, not property or condition.
  • The Govern's open-data catalogue lists IBAVI's public-housing properties (about 11,000 unit records, updated fortnightly) with municipality and type but no address or coordinates, and no vacancy.
  • No register of open ruin files or of plots to be built is published.
  • The Hacienda inventory of State property holds six records in Palma, none a Patrimonio del Estado building of 300 m² or more or plot of 500 m² or more, so no State layer is wired.
  • The cadastre records 42 ruins and 691 declined buildings of 300 m² or more: condition, not vacancy.
  • Empty homes are counted by municipality only (INE, 2021); there is no address-level layer.
