Las Palmas de Gran Canaria

Las Palmas de Gran Canaria has the second-highest share of empty homes of the five cities in this round — 29,604 of 182,890 (16%) in the 2021 census — and a street-by-street count of La Isleta by Canarias' public broadcaster found 248 sealed homes, 424 closed commercial premises and almost 100 plots in its 115 streets (November 2023). The City publishes no property or vacancy layer (its open-data portal answered HTTP 503 on 9 October 2026), so the radar rests on the cadastre — 158 ruins, 281 declined buildings of 300 m² or more, 189 offices — and four State-held properties from the Hacienda inventory. The way in is public land: on 26 June 2026 the City approved changing the use of 11 municipal plots (59,768 m²) for 1,800 to 2,000 public homes, and on 5 October 2026 it tendered 115 rental homes on plot VP-03.

Office figures: No broker publishes an office vacancy rate for Las Palmas de Gran Canaria; the cadastre records 189 office buildings of 1,000 m² or more (about 0.98 million m² of gross floor area) but not whether they are let. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The City publishes no inventory of its buildings, no list of empty premises and no register of ruins or plots; its open-data portal (datosabiertos.laspalmasgc.es) answered HTTP 503 on 9 October 2026 and opendata.laspalmasgc.es an empty page.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

La Isleta

The one barrio where a count of closed homes, closed premises and plots exists — made on foot by a news team — in an old seafront quarter where planning now allows taller buildings.

  • 248 homes sealed with chains or padlocks, 424 closed commercial premises and almost 100 plots, in 115 streets (November 2023)
  • Planning changes now allow taller buildings and small urban hotels are appearing

Risk: The count lists numbers, not addresses; neighbours say many closed homes are inherited and the City gave the reporters no plan for the area.

1 source

Vegueta and Triana

The historic centre holds municipal buildings in ruin and old houses the City is moving to expropriate.

  • Two municipal buildings on Calle Mayor de Triana, in ruin with a risk of collapse, were cleared of squatters on 15 January 2021
  • In July 2024 the City opened the expropriation of a 400-year-old house in Vegueta-Triana

Risk: The expropriation is for heritage conservation, not housing, and the sources give no building numbers.

Ciudad Alta, Las Torres and Tamaraceite (municipal plots)

Where the City is putting public housing: plot VP-03 beside the Parque de La Ballena and the Las Torres plot behind the Las Ramblas centre.

  • VP-03 Pepe Gonçalvez Norte: 115 rental homes, €22.47 million, tendered 5 October 2026, 22 months of works
  • Las Torres: 240 homes funded by the Cabildo (€39.6 million), works planned for 2027

Risk: Plots for the City's own rental housing, not for a co-op to buy; the Las Torres homes will be owned by the City.

Ayuntamiento de Las Palmas de Gran Canaria — 11 municipal plots changed to public housing use

On 26 June 2026 the plenary approved changing the use of 11 municipal plots (59,768 m² in Tamaraceite, Las Torres, El Batán, Casablanca III, San Lázaro and La Minilla) to build 1,800 to 2,000 public homes under the regional decree-law 1/2024; the municipal urban-management company GEURSA made the technical study. A co-op can ask for some of these plots, or for a share of the homes, to be run in cession-of-use or co-operative management rather than as ordinary public rental.

Cabildo de Gran Canaria and the City — Las Torres and VP-03 rental homes

The Cabildo pays €39.6 million through the Gran Canaria housing consortium for 240 homes on a municipal plot in Las Torres, while the City is promoter, owner and manager and drafts the project during 2026 (works from 2027, 48 months from the agreement); the City funds the 115 homes of plot VP-03 alone. A co-op can propose to manage part of either scheme or to partner on the next plots.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • The City publishes no inventory of its buildings, no list of empty premises and no register of ruins or plots; its open-data portal (datosabiertos.laspalmasgc.es) answered HTTP 503 on 9 October 2026 and opendata.laspalmasgc.es an empty page.
  • The Canary Islands Government's inventory of its buildings (4,350 records, 419 in the city, updated January 2026) gives a name and street per property but no area, use or occupancy; "former" in a name (an "old Veterinary Faculty", an "old public-works laboratory") is not vacancy.
  • The Casa del Niño in Zárate and the two municipal ruins on Calle Mayor de Triana are named in the press without a street number, so they are not placed on the map.
  • The State holds four properties in the city (two plots, a building and one floor) in the Hacienda inventory; Defence's INVIED holdings and the port authority's are not published as lists.
  • The cadastre records 158 ruins and 281 declined buildings of 300 m² or more: condition, not vacancy.
  • Empty homes are counted by municipality only (INE, 2021); the La Isleta count is the only address-free neighbourhood figure.
