Seville

Seville's asking rents jumped to €18.4 per m² a month in spring 2026, 42% more than a year earlier, and households now spend almost a third of their income on rent. Empty homes have moved out of the centre: the City's own 2022 index finds 6% of homes empty, under 4% in the old town but up to 10–16% in northern and eastern estates. The ways in run through public property — empty municipal premises, State land and barracks put up for sale — and through EMVISESA, the City's housing company, which buys empty and threatened buildings and has a plot set aside for co-operative housing.

Office figures: No broker publishes a current office vacancy rate for Seville; Savills' 2024 report describes vacancy falling, an average rent of €10.36 per m² a month and an older stock that needs renovation. Map built 2026-10-10.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The City's list of empty municipal premises dates from 2017; no newer edition is published, so each building needs checking.

Named empty by owners and public records

A building that the owner or a public register records as empty — whole buildings of at least 1,500 m² whose plans suit homes on paper (band A in our conversion check), not ruins and not let for interim use. Each row says who records it empty and when. We have not been to them, and a record can be out of date; those we have confirmed empty ourselves are marked as tour stops.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Norte (San Jerónimo, Pino Montano, Store)

The highest share of empty homes in the city and a cluster of empty municipal halls and buildings, next to the plot EMVISESA set aside for co-operative housing.

  • 9.8% of homes empty in 2022 (3,057), up from 5.5% in 2017; 13.3% in Pino Montano
  • 13 empty municipal halls in the Store industrial estate and the old San Jerónimo station hall (2017 map)
  • Municipal co-op housing plot by the CREA in San Jerónimo

Risk: Several of the City's halls in the Store estate were only presumed empty in 2017; their state needs checking one by one.

3 sources

Este-Alcosa-Torreblanca and Palmete

Empty homes are rising here and the Junta plans a new neighbourhood of up to 1,500 homes on a disused plot between Palmete and Padre Pío.

  • 7.7% of homes empty in 2022 (3,259), up from 5.5% in 2017; 10.5% in Torreblanca
  • Up to 1,500 homes, almost 1,300 protected, on a ~250,000 m² plot (Feb 2026)
  • EMVISESA bought an 11-home building on Calle Verdad, Palmete, from Banco Santander to stop evictions (Feb 2026)

Risk: Rents are accelerating as demand pushed out of the centre arrives; the new neighbourhood is a regional scheme, not a conversion.

3 sources

Casco Antiguo

The most expensive district, where the State and the City still hold houses and premises — the Patio de Banderas houses, riverside halls and empty municipal buildings.

  • Rents €2,136 a month, €27.8/m², +74.1% year on year (Q2 2026)
  • Empty homes fell from 11.4% (2017) to 3.1% (2022) while second and seasonal homes rose to 24%
  • Nine State-owned buildings on the Patio de Banderas and Miguel Mañara in the Hacienda inventory

Risk: Rents of €27.8 per m² (+74% in a year) and tourist demand; few homes stand empty (3.1%), and most public buildings are listed.

3 sources

Bellavista-La Palmera (Alfonso XIII barracks)

The largest abandoned public complex in the south of the city, for sale by the Ministry of Defence.

  • 119,000 m² site, more than 22,700 m² of buildings
  • Auction starting price €12.4 million (2026), €3.1 million more than in 2019

Risk: The General Plan rules out housing on the site; tertiary and public uses only, unless the plan is changed.

EMVISESA — the City's housing and land company

EMVISESA buys empty and threatened buildings for its rental stock (11 homes on Calle Verdad from Banco Santander in 2026) and has programmed municipal plots for co-operative housing, starting with a cohousing pilot in San Jerónimo. A co-op can propose to manage or rehabilitate such buildings, or bid in the co-op plot calls.

Public owner

Estado — Patrimonio del Estado and the Ministry of Defence (INVIED)

The State holds houses on the Patio de Banderas and large plots (Los Gordales, Tablada, Cartuja) with no ministry using them, and Defence auctions its barracks. Since 2025 the State's housing company Casa 47 (formerly SEPES) receives State land for rental housing — the place to ask for a plot or a building on a surface right.

2 sources
Public owner

Junta de Andalucía — Consejería de Fomento and AVRA

The regional government is putting its land into protected housing (Palmete–Padre Pío, 1,500 homes) under the new Andalusian housing law; it publishes its property inventory quarterly as open data. Co-ops can ask for a block on a surface right within such schemes.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • The City's list of empty municipal premises dates from 2017; no newer edition is published, so each building needs checking.
  • There is no address-level register of empty homes: the City's 2022 index is by district and neighbourhood only, and the Registro Municipal de Solares y Edificaciones Ruinosas is not published as data.
  • The Junta de Andalucía's property inventory (open data, quarterly) has no coordinates and no occupancy field, so it is not drawn yet.
  • Defence sales (INVIED) could not be reached from our servers; the barracks is added by hand from the press.
  • The cadastre records only 40 ruins and 50 declined buildings of 300 m² or more in the city (August 2026 release) — condition, not vacancy; Seville's cadastre rarely updates condition.
