Córdoba

Córdoba counted 17,615 empty homes out of 152,718 (11.5%) in the 2021 census, and in the historic centre the local newspaper Cordópolis estimated "several hundred" abandoned buildings and plots in March 2026, citing a 2021 neighbours' inventory of 288 properties and plots (about 90,000 m², one in five ruinous, mostly in the Axerquía) and a 2023 count of 134 empty plots (51,400 m²). Municipal sources told the paper the register of plots and ruinous buildings, which Andalusian law requires, was created years ago but never put into operation and nothing has been auctioned. The radar rests on the cadastre (150 ruins, 255 declined buildings of 300 m² or more, 154 offices) and two State-held properties; the City's open-data portal has no datasets on urbanism or housing.

Office figures: No broker publishes an office vacancy rate for Córdoba; the cadastre records 154 office buildings of 1,000 m² or more (about 0.84 million m² of gross floor area) but not whether they are let. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The municipal register of plots and ruinous buildings exists on paper but, municipal sources say, was never put into operation; no list is published. A 2017 GIS inventory of plots and ruins for the historic centre was commissioned by the Gerencia's historic-centre office, but nothing says it was published.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Historic centre: Axerquía and Medina

Where the abandoned stock is: the only inventories (2021 and 2023) count hundreds of empty buildings and plots here, including empty houses owned by the City and the Junta on Plaza de San Agustín.

  • 288 abandoned properties and plots over about 90,000 m² in the 2021 inventory, one in five ruinous
  • 134 empty plots (51,400 m²) in the central district in a partial 2023 study: 79 in the Axerquía, 45 in the Medina
  • Convento de Santa Clara: first restoration phase received June 2026, about €2 million planned

Risk: The inventories are neighbours' and academic work, not official; the municipal register has never been used.

West industrial belt (Avenida de la Fábrica, Parque Joyero)

The three largest cadastral ruins in the built-up west are old industrial buildings of 1940 side by side (14,801, 10,540 and 2,117 m²).

  • Three adjoining industrial buildings of 1940 recorded as ruins: 14,801, 10,540 and 2,117 m²
  • Another 16,298 m² industrial ruin of 1978 on the Lora del Río road

Risk: Cadastral condition, not vacancy; the buildings may already be demolished or in use as stores, and no source names them.

Gerencia Municipal de Urbanismo — Registro Municipal de Solares y Edificaciones Ruinosas (Andalusian forced-sale route)

Andalusia's 2021 land law (art. 134) obliges councils to keep a register of plots and ruinous buildings: after 15 days to hear the owner, a listed owner has one year to start works, after which the council can substitute the owner and hold a forced sale. Córdoba's register exists on paper but, municipal sources say, has never been used and no property has been auctioned. A co-op can ask the Gerencia to register and tender specific buildings from the 2021 neighbours' inventory, and bid as the buyer or substituting agent.

Ayuntamiento de Córdoba and Junta de Andalucía — empty public houses in the historic centre

Two empty houses on Plaza de San Agustín belong to the City and the Junta and have stood semi-ruinous for nearly two decades. A co-op can propose to the two administrations a joint rehabilitation-and-lease scheme for both houses, which would also remove the fire and squatting risk the neighbours report.

Convento de Santa Clara: first restoration phase received

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • The municipal register of plots and ruinous buildings exists on paper but, municipal sources say, was never put into operation; no list is published. A 2017 GIS inventory of plots and ruins for the historic centre was commissioned by the Gerencia's historic-centre office, but nothing says it was published.
  • The City's open-data portal (opendata.cordoba.es) lists 22 categories with at most two datasets each — none on urbanism, housing or property.
  • The Junta de Andalucía's property inventory (CC BY 4.0, 2nd quarter 2026) lists 295 records in Córdoba with a name, street, nature and general use but no coordinates, area or occupancy, so it is not wired; one entry is called "former ITV station" and gives no status.
  • The State holds two properties in the city in the Hacienda inventory (a 3,380 m² building at Campo Santo de los Mártires and a 1,496 m² plot); two more plots in plan sectors without a street address are not placed. What the building is, and whether it is empty, is not stated.
  • The cadastre records 150 ruins and 255 declined buildings of 300 m² or more: condition, not vacancy.
  • Empty homes are counted by municipality only (INE, 2021); there is no address-level layer.
