Murcia

Murcia's empty space is mostly homes: the 2021 census counted 36,044 vacant homes out of 207,571 (17%) by the INE's electricity-based method, the highest share of the five cities in this round. What the City publishes is its own land — its geoportal lists 222 plots of the municipal land heritage (178 for housing) and 122 plots under cleaning orders — while the cadastre records 463 ruins (452 with no use recorded). The big stalled buildings are private or already promised: the Torre Norte skeleton (13 storeys, stalled since 2008, now cleared for about 120 market-price homes) and the Cárcel Vieja, which the City is converting itself.

Office figures: No broker publishes an office vacancy rate for Murcia; the cadastre records 147 office buildings of 1,000 m² or more (about 1.13 million m² of gross floor area) but not whether they are let. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No list of empty or unused municipal buildings is published; the City's inventory marks use (public use, public service, patrimonial) but not vacancy, and only 2 of its 17 "former school" records are patrimonial.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Santiago y Zaraiche and the north (Avenida Don Juan de Borbón)

The two largest stalled buildings stand here — the old prison and the Torre Norte skeleton — beside the municipal housing plots of the CR-6 plan.

  • Cárcel Vieja: a 7,923 m² parcel in the City's inventory, built 1927
  • Torre Norte: 13 storeys built, 22 planned, stalled since 2008
  • Parcel 17 of block Ñ, unit III of Plan Parcial CR-6 (BORM, 11 Nov 2024)

Risk: Both already have a route: the prison is in a City-led heritage project, the tower in a market-price housing agreement.

Historic centre (Plan Especial del Conjunto Histórico)

The last cinema of the historic centre, listed and closed since August 2019, shows the centre's stock of closed listed buildings and the pressure to convert them to commercial use.

  • Cine Rex closed August 2019, bought by Grupo Orenes in March 2026
  • On Hispania Nostra's Red List since 13 May 2025

Risk: A listed layout cannot be altered, and the owner has just announced its own plans.

Outer barrios and pedanías (El Palmar, Cabezo de Torres, Sangonera, Beniaján)

Most of the City's housing land lies here: the municipal land layer lists 178 plots for housing, and the first eight to be tendered were in San José de la Vega, Santiago el Mayor, Barriomar, El Palmar, El Campillo, Sangonera la Verde and Cabezo de Torres.

  • 178 plots with housing use, about 31.6 hectares (municipal land layer, 2026)
  • Eight plots of 10,600 m² tendered in July 2026 for about 400 protected homes; bids closed 28 Sept 2026

Risk: Plots, not buildings — a co-op would build new, on land the City is selling for protected homes by tender.

Ayuntamiento de Murcia — Estrategia Municipal de Vivienda y Suelo 2030 (municipal plots)

The City put eight municipal plots (10,600 m², about 400 protected homes) out to tender in July 2026 as the first step of a strategy of about 70 plots and more than 125,000 m² of buildable land in 26 districts; later phases are to be announced in stages. A co-op can watch the next tenders, bid alone or with a developer, and ask for plots reserved for cession-of-use models. The geoportal's land layer gives each plot's plan and information sheet.

Owners of stalled private offices (planning agreement route)

The Torre Norte agreement shows how Murcia handles a stalled tertiary building: the City trades a change of use (offices to homes) for a payment of more than €2.2 million and the owner sells at market price. A co-op approaching the owners of other stalled or closed office and commercial buildings can propose the same change of use with an affordable-rent or co-operative condition in the agreement.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • No list of empty or unused municipal buildings is published; the City's inventory marks use (public use, public service, patrimonial) but not vacancy, and only 2 of its 17 "former school" records are patrimonial.
  • The Region's housing portal (sivmurcia) classifies occupied and empty homes, but its public WFS exposes only building age, plots and social housing — no vacancy layer.
  • No municipal register of ruinous buildings or plots to be built is published on the geoportal; the cleaning-order layer (122 plots, January 2023) is the only plot-condition data.
  • The cadastre records 463 ruins (452 with no use code recorded) and 616 declined buildings of 300 m² or more: condition, not vacancy.
  • The geoportal and sitam.murcia.es disallow automated agents in robots.txt and state no licence; the layers are used under EHC's 8 Oct 2026 policy with credit to the Ayuntamiento de Murcia.
  • Empty homes are counted by municipality only (INE, 2021); there is no address-level layer.
