Porto

Porto has no published list of empty buildings: the City says it has identified more than 6,000 vacant buildings and is writing to their owners, but no list or map is public, and the City's map server answers with HTTP 500. The Census of 2021 counted 20,270 vacant dwellings out of 133,352 in the municipality (15.2%), 9,610 of them offered for sale or rent. The one building-by-building source is the City's own survey of the Lordelo do Ouro rehabilitation area (April 2023): 203 of 1,247 buildings 'unoccupied' and 59 in ruin condition. The rest is disposals: two bought-for-mosque properties the council wanted to auction in July 2026, two State properties in Campanhã, and the Monte Pedral barracks, where up to 388 homes are planned.

Office figures: No open office vacancy figure for Porto was read. The radar lists EUBUCCO's office buildings (all of Portugal's cities) as the stock to look through; the City's building register sits on the map server that is down. Map built 2026-10-09.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The City's map server (mapas.cm-porto.pt) answered HTTP 500 on 9 Oct 2026, as on 8 Oct, so no building register, vacancy or property layer could be reached; the City's new open-data portal (dadosabertos.cm-porto.pt, 69 datasets) has no vacancy or property list.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Lordelo do Ouro and Pasteleira

The only part of Porto with a published building-by-building occupancy survey; the abandoned military maintenance barracks lies inside it.

  • 203 of 1,247 buildings recorded 'Desocupado', 59 in 'Ruína' condition
  • Antigo Quartel da Manutenção Militar mapped abandoned

Risk: Mostly small one- and two-storey houses on narrow plots; the survey dates from April 2023.

Campanhã

Two State properties and a City property are due for auction here, beside the Freixo industrial ruins; the parish has about 2,400 dwellings vacant (1,244 for sale or rent, 1,187 for other reasons, Census 2021).

  • State: Rua do Cerco do Porto and Rua de Tirares 225, 282, 291 for auction in 2026
  • City: Rua do Pinheiro Grande from €1,307,000

Risk: The auctions go to the highest bidder, and the State's and City's base values are set on market valuations.

3 sources

Centro Histórico — Sé, Bonfim and Monte Pedral

The historic centre holds the City's Porta do Sol buildings and the Monte Pedral barracks project; Bonfim has 2,821 vacant dwellings (Census 2021).

  • Rua da Porta do Sol 27–31: two buildings in poor condition, 682 m², from €913,700
  • Monte Pedral: up to 388 affordable-rent homes, contract awarded October 2025

Risk: Heritage rules and tourism pressure; the City is selling rather than keeping.

Câmara Municipal do Porto — public auctions of City property

In July 2026 the mayor proposed selling two properties bought for mosques (Rua da Porta do Sol 27–31 and Rua do Pinheiro Grande) at public auction from about €2.2 million together. Ask the Câmara whether the auction took place and whether building rights for non-profit housing are an option instead.

Estamo and the Government — State property auctions

The Government resolved on 23 Oct 2025 to sell 16 State properties at public auction through Estamo, two of them in Campanhã, with procedures launched by the end of Q1 2026 and concluded by the end of 2026; proceeds go to public housing. Watch Estamo's sales page and bid or ask for a social-use sale.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • The City's map server (mapas.cm-porto.pt) answered HTTP 500 on 9 Oct 2026, as on 8 Oct, so no building register, vacancy or property layer could be reached; the City's new open-data portal (dadosabertos.cm-porto.pt, 69 datasets) has no vacancy or property list.
  • The list of buildings declared vacant for the IMI surcharge (over 6,000 identified) is not public; it is a list a person can ask the Câmara for.
  • The State's list of idle property (717 properties in March 2022, six in Porto, none named in the press report) and Estamo's sales page (script-rendered) could not be read.
  • The occupancy survey covers one rehabilitation area (1,247 buildings) and is from April 2023; no other area has a published survey.
  • Several press pages (idealista, Público) answer automated requests with HTTP 403 and were not read.
