Zaragoza

Zaragoza owns dozens of buildings it does not use: its own architects counted 51 empty municipal buildings and premises in 2015 (62,240 m²) and a council motion cited 58 in 2022, among them the 13,650 m² Giesa factory, the old Torrero prison and the Palacio de Fuenclara. Rents have climbed to about €12.3 per m² a month. And the City already hands public land to housing co-ops: Zaragoza Vivienda cedes plots on 75-year surface rights for homes in cesión de uso, most recently to the Acobijo cohousing in El Rabal.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

The list of unused municipal buildings dates from 2015; the 2022 count of 58 has no published list, so each building needs checking.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Casco Histórico

The densest cluster of unused municipal buildings: palaces, the Imprenta Blasco (with empty flats above), the San Agustín barracks and the officers' houses on Madre Rafols.

  • Palacio de Fuenclara 6,000 m², Imprenta Blasco 2,830 m², Madre Rafols 8 4,700 m² (unused in 2015)
  • Five of them still "reserve" in the 2022 inventory

Risk: Most are listed monuments; rehabilitation is costly and slow.

Las Fuentes and San José

The Giesa factory, the Ternera hall of the old slaughterhouse and the former Tomás Alvira school stand empty in working-class districts east of the centre.

  • Giesa halls 13,650 m², the largest unused municipal building
  • Numancia 2 (former school, 725 m²) still "reserve" in 2022

Risk: Giesa is huge and in poor condition inside; the City has no plan for it.

Torrero

The old prison, its director's house, the cemetery entrance pavilions and a former police building form a group of unused municipal buildings on Avenida de América.

  • Prison main building 1,450 m²; cemetery pavilions 640 m² each; Avda. América 105 295 m²
  • The prison and Avda. América 105 still "reserve" in 2022

Risk: Listed buildings around a cemetery; part of the prison was occupied irregularly.

El Rabal (Arrabal)

Where the City's co-op model is being used: municipal land on surface rights for cohousing, alongside affordable rental buildings by Zaragoza Vivienda.

  • 18 co-op homes in cesión de uso on Manuel Lacruz 23 / Villacampa 15–19 (2026)
  • 13 affordable rental homes in two more buildings by Zaragoza Vivienda

Risk: Small plots; each project needs a co-op ready to build.

Zaragoza Vivienda — municipal land for housing co-ops

The City's housing company cedes municipal plots and buildings to housing co-operatives on 75-year surface rights for homes in cesión de uso (90 homes on pilot plots in the Arrabal, the old town and Avenida de Cataluña awarded in 2019; Acobijo in 2026); the land stays public. A co-op can apply in the next call or propose an unused municipal building for the same model.

Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • The list of unused municipal buildings dates from 2015; the 2022 count of 58 has no published list, so each building needs checking.
  • The City's property inventory (2022) has categories but no coordinates and no occupancy field.
  • There is no address-level layer of empty homes; Zaragoza's surcharge on empty homes is conditional on regional rules.
  • The cadastre records 140 ruins and 307 declined buildings of 300 m² or more (August 2026 release), many of them agricultural or industrial buildings in the outer barrios: condition, not vacancy.
