Alicante

Alicante counted 25,172 empty homes out of 186,516 (13.5%) in the 2021 census, and asking rents reached about €13.9 per m² a month in the third quarter of 2026. No register of plots or ruins is published, so the radar combines the cadastre (341 ruins, 85 declined buildings of 300 m² or more, 147 offices of 1,000 m² or more), four State-held properties and the Generalitat's property register — which lists two patrimonial buildings and nine plots, several for the public housing stock. The named cases are a former private clinic closed since 2004 (13,887 m², now sold for demolition) and a municipal flour mill (1,622 m², bricked up, use undecided) that the City is offering to partners.

Office figures: No broker publishes an office vacancy rate for Alicante; the cadastre records 147 office buildings of 1,000 m² or more (about 0.94 million m² of gross floor area) but not whether they are let. Map built 2026-10-10.

The map

Every building a record says stands empty, one point per building: filter by type, size and how sure the evidence is, and open one to see who says so. “Opportunities” switches to the co-op lens: public land, conversion potential and projects already under way, every source as its own layer.

No register of plots to be built, of buildings to be rehabilitated or of empty municipal premises is published; the Ayuntamiento's map portal (mapas.alicante.es) offers the street guide, accessible routes, environment, noise, the 1987 plan, school zones — no property or condition layer — and datosabiertos.alicante.es did not answer on 9 October 2026.

Where to look first

Buildings with evidence that they stand empty — a second source agrees, a public record names them, or we have checked them — ranked by a score you can read: co-op scale, daylight depth, a station nearby, a zone that allows homes, affordable land and an open route in. Checked buildings carry their result; nobody has visited them on site yet. Leerstandsmelder reports join the list when they sit in a large non-residential building and a second source agrees.

Districts where conversion makes sense

Where empty offices, the right zoning and a working neighbourhood come together — and what could go wrong.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Benalúa Sur (the flour mills)

The City owns the former Cloquell mill (1,622 m²), bricked up and without a use, and has bought the neighbouring mill buildings under a 2021 agreement; it is looking for partners.

  • Municipal property since July 2023; doors and windows bricked up
  • About 5,000 m² of built floor space acquired in total (2021 agreement); first works possible before the end of 2027

Risk: The only use set is a public facility; the plan change is still in a 45-day consultation and housing is not envisaged.

Playa de San Juan

The largest named empty building in the radar's Alicante data: the Mare Nostrum clinic, shut since 2004, on a block between Calle de la Dorada and Calle del Coral.

  • 13,887 m² of floor space, empty for nearly 20 years
  • Care-home project of €12.2 million filed with the City (July 2024)

Risk: A private owner has filed a demolition-and-build scheme for a care home.

Generalitat housing land (Babel, San Blas, Garbinet, Benisaudet, Las Atalayas)

The Generalitat's register lists nine plots in Alicante held as patrimonial land or for the public housing stock, including an unbuilt Babel plot of "MOPU homes not built" and the 13,820 m² "Solar Circos" in San Blas.

  • 9 plot records in the register, updated 1 October 2026
  • Las Atalayas estate: 668,527 m²; San Blas "Solar Circos": 13,820 m²; Babel III-6: 5,420 m²

Risk: Plots, not buildings, held by the Generalitat's housing entity; they may already be earmarked for its own schemes.

Ayuntamiento de Alicante — municipal buildings (the Cloquell flour mill)

The City is looking for public and private partners (foundations, universities, public bodies) for a cultural, training or innovation use of the Cloquell building, through a public-private agreement or a concession open to competing proposals; the plan change goes to a 45-day consultation and the plenary. A co-op can propose a community-run work-space or training programme and join the consultation; housing is not the planned use.

Generalitat Valenciana — property for the public housing stock (Entidad Valenciana de Vivienda y Suelo)

The Generalitat's open register lists nine plots in Alicante held as patrimonial land or for the public housing stock, with cadastral references, areas and the owning body (the Valencian housing and land entity or the Directorate-General of Patrimony). A co-op can ask the entity which of them are not earmarked and propose a cession-of-use or surface-right scheme.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Office buildings of 1,000 m² or more, with depth and storeys (EUBUCCO)
EUBUCCO (TU Berlin / ai4up), from the Spanish cadastre, Regione Lombardia’s building database and OpenStreetMap
EUBUCCO harmonises Europe's building footprints with their use, height and age. Only buildings whose source names the use are kept — the cadastre's office class in Barcelona and Madrid, Lombardy's "commerciale" in Milan, building=office in OpenStreetMap for Dublin and Lisbon — never EUBUCCO's machine-learning guesses. The footprint gives the plan depth, so the conversion score treats them like the German cadastre's offices (scripts/reuse/import-eubucco.ts → src/scripts/data/reuse/eubucco/, ODbL).

What this radar cannot see yet

  • No register of plots to be built, of buildings to be rehabilitated or of empty municipal premises is published; the Ayuntamiento's map portal (mapas.alicante.es) offers the street guide, accessible routes, environment, noise, the 1987 plan, school zones — no property or condition layer — and datosabiertos.alicante.es did not answer on 9 October 2026.
  • The Generalitat's register covers its own property (2 patrimonial buildings, 9 plots, 67 buildings of 2,000 m² or more in public use) but not the Diputación's, the State's other agencies' or the port authority's.
  • The State holds four properties in the city (one building, three plots) in the Hacienda inventory, placed on their streets (the Serra Grossa plot by a hand-set street hint): points sit on the street, not the plot.
  • The cadastre records 341 ruins and 85 declined buildings of 300 m² or more: condition, not vacancy.
  • Empty homes are counted by municipality only (INE, 2021); there is no address-level layer.
