Riga

Riga keeps an official register of 'environment-degrading' buildings — 1,165 declared and 410 more awaiting assessment in September 2026 — and can tax them at a higher rate. The City also publishes, every day, which of its own buildings stand free (about 100) and which it has decided to sell, and the State's property company is selling central office buildings in 2026.

Office figures: Newsec, Q1 2026: 925,500 m² of offices in Riga; 9.5% of A-class and 10.7% of B-class space empty; 80,000 m² under construction (no single overall rate published on the page). Homes: our economic model’s conversion engine. Map built 2026-10-09.

Empty buildings in Riga

One point per building, from public records, open data and cited reports. Filter by type, size and how sure the evidence is; open one to see who says so and whether it could become homes.

No open aerial photos: the Latvian Geospatial Information Agency's orthophoto service needs an account and its host answered robots.txt with a server error (503), and the City's map server geo.riga.lv answered robots.txt with an error — building cards show Esri's World Imagery instead.

Where conversion makes sense, and who to talk to

The districts where empty space, the right zoning and a working neighbourhood come together, and the owners and programmes that open a door.

A hand outlining a neighbourhood on a city map, with small houses drawn inside

Latgales priekšpilsēta (Maskavas forštate, Avoti, Grīziņkalns)

Holds about a third of the city's degrading buildings, many of them wooden houses and old industrial buildings; the former school at Avotu iela 44 is for sale.

  • 509 of 1,575 degrading or to-be-assessed buildings (City register, September 2026)

Risk: Many degrading buildings are small wooden houses in mixed private ownership.

1 source

Zemgales priekšpilsēta (Āgenskalns, Torņakalns)

The left bank's older quarters carry the second-largest share of degrading buildings, and the City is selling the institution building at Alīses iela 3A.

  • 271 degrading or to-be-assessed buildings (City register, September 2026)

Risk: Heritage rules in the wooden quarters raise restoration costs.

1 source

Centra rajons (Old Town and the Art Nouveau centre)

Riga's office market sits here, and the City's housing company offers 3,600 m² of empty offices at Amatu iela 4 in the Old Town.

  • 165 degrading or to-be-assessed buildings (City register, September 2026)
  • B-class office space 10.7% empty across Riga (Newsec, Q1 2026)

Risk: UNESCO-listed historic centre: strict heritage rules, high prices.

Ziemeļu and Kurzemes rajons (Vecmīlgrāvis, Iļģuciems, Daugavgrīva)

Former schools and kindergartens emptied in 2026 — Skuju iela 28, Augusta Dombrovska iela 87, Baltā iela 22A, Lidoņu iela 10A, Parādes iela 24A — sit in these outer districts.

  • 206 (Ziemeļu) and 182 (Kurzemes) degrading or to-be-assessed buildings
  • Two former schools of about 5,100 m² each on the City's free-premises list

Risk: Far from the centre, in areas of falling school rolls; some are already set for sale by auction.

Land without current use and stalled construction, mapped from satellite imagery (Copernicus Urban Atlas 2006–2018)
European Environment Agency — Copernicus Land Monitoring Service
Urban Atlas class 13400 (brownfields, demolition sites and gaps in the built-up area, 0.25 ha and up) compared across the 2006, 2012 and 2018 editions, so each plot says how long it has stood unused; plus construction sites (13300) already under way in 2012, and 2012 construction sites left unused by 2018. Read from the EEA's open ArcGIS services, the same way in every radar city. The 2021 edition (Copernicus Data Space) drops plots built on since 2018 where scripts/reuse/import-urban-atlas-2021.ts has been run. Points are context, never evidence of vacancy.

Probable era: estimated from a street photo (Panoramax, Mapillary, Google Street View)
Panoramax and Mapillary contributors; Google Street View (research use agreed with Google, 14 Oct 2026); estimate by EHC with a vision model
Where no register dates a building: its era read from a Panoramax or Mapillary photo looking at it — Google Street View only where no open photo answers (scripts/reuse/estimate-photo-eras.ts), only when the building is clearly visible and the model is confident, and only as “before 1945” or “1945 or later” — the split it got right for 89% of buildings with a register year in Amsterdam and Paris, and 89% from Street View pictures alone (photo-eras/calibration.json). An estimate: a sentence in the conversion check, never points.

What this radar cannot see yet

  • No open aerial photos: the Latvian Geospatial Information Agency's orthophoto service needs an account and its host answered robots.txt with a server error (503), and the City's map server geo.riga.lv answered robots.txt with an error — building cards show Esri's World Imagery instead.
  • The national cadastre map site kadastrs.lv bars AI crawlers by name; the radar reads the cadastre through the City's GEO RĪGA copy, which has floor area but no storeys.
  • The City's list of free municipal premises and its sale decisions come without coordinates; the radar places them through their cadastre designations (scripts/reuse/import-riga-city-lists.ts) — two of 105 free buildings and one sale are missing from the cadastre copy.
  • A degrading building is not always an empty one, and no register records vacancy as such.
