Rochdale Barracks is a former military site in eastern Bielefeld-Mitte, at Oldentruper Straße 65, about three kilometres from the city centre; the barracks site covers nine hectares. 1 Built in 1936 as Langemarck Barracks, it was later used by the British army, first under the name Mossbank Barracks and, from the 1990s, as Rochdale Barracks, reflecting Bielefeld’s partnership with the English town of Rochdale. 1
The British army left on 13 January 2020, returning the property to the Federal Agency for Real Estate (BImA). 1 The city had begun planning for civilian reuse before the army’s departure, and launched a Europe-wide urban and landscape planning competition in autumn 2021. 2 The winning proposal, “Kreislauf-Quartier Rochdale,” was developed by Studio Schultz Granberg and bbz landschaftsarchitekten; the City of Bielefeld is leading the planning process. 12
The framework plan, approved by Bielefeld’s city council on 14 March 2024, envisages retaining some existing buildings alongside new buildings of two to seven storeys and landscaped public spaces. 1 The plan proposes around 650 homes, small mixed-use commercial spaces, sports facilities, a nursery, a district centre and a community meeting place. 1 It also calls for low-car access, three neighbourhood parking garages, reuse of materials from demolished buildings and rainwater management using open channels and central retention areas. 12
The transfer of the site to the city remains uncertain: although Bielefeld and BImA agreed in autumn 2024 that a free transfer could take place under specified conditions, the federal government announced a nationwide sales pause for former barracks in October 2025 to review the Bundeswehr’s land needs. The review’s completion date was not known in the city’s published account. 1 Until redevelopment begins, the city intends to support interim uses for the site. 1
