Eserkent Sosyal Konutları is a municipal housing initiative in Mamak, Ankara, developed by Ankara Metropolitan Municipality. The municipality refurbished housing that had stood unused for 18 years and made it available at subsidised rents. The project was announced by Ankara Metropolitan Mayor Mansur Yavaş on 21 January 2021. 2
The initial allocation comprised 400 one-bedroom (1+1) homes. The municipality said the homes would be rented for 100 Turkish lira per month to people aged 65 and over with limited means, and to newly married couples. Applications were extended to 1 February 2021, with allocation by lottery scheduled for 10 February. 2
Applicants were required to be Turkish citizens, have a household monthly income no greater than 3,000 lira, and not own property; they also had to show that they had lived in Ankara for at least six months. Applications could be submitted online or in person through the municipality’s Special Projects and Transformation Department. 2 The housing was intended as a time-limited allocation: the published conditions set a two-year occupancy period, with a possible extension of up to one year in exceptional circumstances. 2
The municipal department responsible for special projects and transformation later reported that the homes had been allocated to their new residents. 11 In 2022, Ankara Metropolitan Municipality and Hacettepe University agreed to use the 400 homes in Mamak for student accommodation, with an initial planned capacity of 1,600 students. 3 This later arrangement reflects a subsequent use of the housing stock, distinct from the original 2021 allocation to older residents and newly married couples. 23
