The City of Bochum is offering its former school at Alte Wittener Straße 47 in Bochum-Laer, used until the end of 2018 as a club house and base of the volunteer fire brigade, to a community housing project through a concept tender (Konzeptverfahren) rather than to the highest bidder. The plot of about 3,000 m² (land value about €1.08 million at €360/m²) is granted as a heritable building right (Erbbaurecht) for 75 years, with ground rent of 2% of land value for privately financed homes and 1% for publicly subsidised homes; the existing building is transferred for a symbolic €1. Groups answer ten guiding questions on their social, spatial and economic concept, and a selection committee judges them qualitatively, without a points scheme. Because a building survey rated the fabric as poor (damp, roof needing replacement), the city deducts its estimated demolition cost of €510,000 from the ground rent over the term, leaving the group free to convert or rebuild. Applications closed on 17 November 2025; the selection was planned for early 2026, an option agreement (Anhandgabe) for spring 2026 to spring 2027, and the lease signing for spring 2027.
