Nordecon AS, founded in 1989 in Tallinn, is one of Estonia’s largest and most experienced construction companies. Initially established under the name Eesti Ehitus, the company has evolved into a significant general contractor, focusing on both building construction and infrastructure projects throughout Estonia. Nordecon became a listed company on the Nasdaq Tallinn in 2006, and maintains an Estonian majority ownership with Toomas Luman as the largest stakeholder and chairman of the supervisory board.
In 2022, Nordecon reported revenues of 323 million euros and managed an order book worth 150 million euros at year-end. That year, the group delivered 154 projects and employed 658 people. Its activities cover the construction of commercial, industrial, and public buildings, as well as roads, ports, and other major infrastructure. Subsidiaries extend its reach: Embach Ehitus operates as another general contractor, Tariston covers infrastructure and road maintenance, and the group is present in Ukraine and Sweden through local subsidiaries. Nordecon exited the Finnish market in late 2023.
Prominent recent projects include the outdoor area of Terminal D at Tallinn’s Old City Harbour, the new Children’s Clinic building at Tartu University Hospital, the modular kindergarten in Ovrush, Ukraine, and the renovation of Tallinn Art Hall. Nordecon is recognized for employing advanced digital tools such as Building Information Modelling (BIM) and implementing robust management systems certified to ISO standards. The organisation supports youth, the engineering profession, and Estonia’s national defence through various initiatives and sponsorships.
