Moelven Ukraine Social Housing Pilot is a joint initiative between the Scandinavian construction firm Moelven Byggmodul AS and Itera, focused on the rapid deployment of modular housing for Ukrainians displaced by war, particularly in and around Kyiv. The project originated after Moelven attended the Rebuild Ukraine conference in Warsaw in November 2023, subsequently developing a strategic approach for entering Ukraine in spring 2024. By October 2024, Borodianka—a community west of Kyiv heavily impacted by infrastructure destruction—signed a contract with Moelven for a pilot modular house intended for four families, scheduled for delivery in March 2025.
Moelven’s modular homes are manufactured in Norway and shipped fully equipped for immediate use, including kitchens, bathrooms, and technical installations. The pilot phase specifically targets internally displaced persons (IDPs), aiming to create sustainable and affordable living conditions. The initiative currently spans Kyiv, Poltava, and Kirovohrad regions, with local communities allocating land and facilitating purchases via the eOselia state mortgage program, supported by Ukraine’s Financial Housing Company.
Activities extend beyond residential units, encompassing collaboration with the National Reconstruction Agency on social housing, as well as commercial housing for citizens who lost homes, and modular facilities for schools and hospitals with partners such as Nefco. Moelven’s approach emphasizes rapid deployment, technical quality, and long-term integration, aiming in part to stabilize and regenerate communities disrupted by conflict. The organization also explores rent-to-own models to improve accessibility to home ownership for Ukrainians unable to secure traditional mortgages.
