Kauno būsto modernizavimo agentūra (KBMA) is a municipal agency established by decision of the Kaunas City Municipal Council on 3 March 2022. Its purpose is to promote apartment-building modernisation in Kaunas, improve neighbourhood living conditions and increase building energy efficiency.2 The agency’s activities are focused on the city rather than a national or international remit.26
KBMA informs residents about energy efficiency and the benefits of renovation, and develops and implements programmes for building, integrated and smaller-scale renovation. It also organises and administers modernisation projects, arranges project financing and procurements for design, construction and technical supervision, coordinates construction works, and prepares applications for state support.2
Its quarter-renovation approach extends beyond individual apartment blocks. The agency describes work that can combine building upgrades with improvements to utility networks, lighting, streets, pavements, green spaces, parking and walking and cycling routes. The Kaunas municipal administration and KBMA are to select neighbourhoods for the programme, considering factors such as building condition and age, energy performance, population density, public-space condition and residents’ willingness to participate.6
The municipal authority lists Laura Jankauskienė as the agency’s director.3 KBMA’s own page gives its address as R. Kalantos g. 34A, Kaunas; the municipal listing gives its registered office as Europos pr. 121, Kaunas.23 The available LinkedIn listing identifies Kaunas as the organisation’s headquarters.4
