Zorrotzaurre is a major urban redevelopment area in Bilbao, in Spain’s Basque Country. The Basque Government has 1,082 protected homes planned for the area as part of its wider housing programme there.1 The development plan for Zorrotzaurre also envisages about 5,620 homes overall, around half of them protected.
Construction began in March 2026 on one of the planned schemes: 66 publicly protected homes for general-rent tenants. The Basque Government’s housing company Visesa is the developer, and the homes will be managed by Alokabide.1 The scheme comprises 54 two-bedroom apartments, three adapted for people with reduced mobility, and 12 three-bedroom apartments.1
The construction budget is €12,586,758.34, covering the buildings, associated urbanisation works and decontamination. The total investment, including land and area urbanisation costs, technical fees, equipment and licences, is €15,725,667.57.1 Work is scheduled to take 24 months, with handover expected in the second half of 2028.1
The groundbreaking ceremony was led by Basque Government Housing and Urban Agenda Minister Denis Itxaso and Bilbao’s acting mayor, Amaia Arregi. Other officials present included Deputy Housing Minister Miguel de los Toyos and Visesa director general Carlos Quindós.1 The project is one of the Basque Government’s planned rental-housing schemes on Zorrotzaurre; the announcement places it within a broader programme of protected housing intended to expand access to rental homes in Bilbao.1
