SmartEnCity Tartu, also known as the Smartovkas Cluster, is a flagship urban renovation initiative in Tartu, Estonia, implemented under the broader SmartEnCity project. The initiative focuses on transforming a central-city district of Soviet-era apartment blocks (so-called Khrushchyovkas, built mainly in the 1950s–60s) into an energy-efficient and “smart” neighbourhood. The City of Tartu is the key local developer and coordinator of the project, working within the EU-funded SmartEnCity framework and in cooperation with housing associations and other partners.213
The pilot area covers a downtown residential district where 42 apartment buildings were initially identified, with around 18 selected for comprehensive renovation into “smartovkas.”123 These buildings have been upgraded with improved insulation, new windows, modern ventilation and heating systems, and rooftop solar panels, aiming to reduce energy use roughly from 270 kWh/m² per year to about 90 kWh/m², meeting near class A performance standards.2 Each apartment is equipped with smart home systems that allow residents to monitor and manage their energy consumption.4
Beyond building renovation, the project introduces integrated solutions in district heating and cooling, smart LED street lighting, electric vehicle charging, and data-based energy monitoring.3 The smart district also includes rental stations for conventional and electric bicycles and electric cars.2 Resident engagement is an explicit component: the project promotes environmental awareness and participation, and each participating building features a site-specific mural by local artists, turning the area into a visible urban landmark.24
SmartEnCity Tartu was launched around 2015–2016 as part of the EU Horizon 2020 programme and is positioned as a replicable model for other European cities.47
