The Quartier am Bürgerhaus is a housing development in Kostheim, a district of Wiesbaden, Germany. The GWW Wiesbadener Wohnbaugesellschaft mbH is developing the project; it held the symbolic groundbreaking ceremony on 13 August 2026. 1 GWW was founded on 30 March 1949 by representatives of Wiesbaden and the commercial sector to help rebuild housing destroyed during the war. 2
The project is scheduled for completion by the end of 2028. It comprises 222 apartments across eight apartment buildings, with approximately 18,529 square metres of total residential floor area, built in three phases. 1 At least 30 per cent of the homes are intended to be subsidised rental housing. 1
The first phase includes 74 rental apartments in three buildings, as well as two cluster apartments, each with six individual units for communal living. The second phase provides 115 rental apartments, a commercial unit, a co-working office and a new GWW branch for the AKK districts. 1 The third phase includes 33 rental apartments, including maisonettes. A two-storey, four-group childcare centre and a public square with a water feature and seating are also planned. 1
The plans assign different architectural practices to the phases: ROSA WIRTZ ARCHITEKTUR for the first, ENDERSWEISSBANGERT for the second and KISSLER EFFGEN + PARTNER for the third. 1 GWW managing director Thomas Keller described the scheme as intended to serve a broad range of residents; the design includes photovoltaic panels for tenant electricity and a car-free neighbourhood. 1
At the groundbreaking, city officials included Mayor Gert-Uwe Mende, building and transport councillor Andreas Kowol, and social affairs councillor and GWW supervisory board chair Dr Patricia Becher. 1
