Pata 2 is a housing and social-inclusion project focused on reducing residential, social and economic disparities between the mostly Roma Pata Rât community and the wider population of Cluj-Napoca, while addressing social-exclusion risks for other low-income families in the metropolitan area.2 The project promoter is the Intercommunity Development Association Cluj Metropolitan Area; its Romanian partners are Cluj-Napoca’s Social and Medical Assistance Department and Babeș-Bolyai University, with the Municipality of Bergen as its Norwegian partner.21
The project operates in Cluj-Napoca and the Cluj Metropolitan Area. Its implementation began on 18 December 2019; the local project listing gives an end date of 30 April 2024.21 The EEA Grants page records an approval date of 18 December 2019 and a final grant amount of €8,576,389.1
The stated target is 1,620 people: 780 people at risk of poverty and social exclusion and 840 children and young people considered at risk of leaving school early.2 Activities combine housing assistance with social, medical and educational support. These include help accessing benefits, employment and identity documents; health services and support for mothers; and child-focused development, mentoring and tutoring.2
A central housing component was the planned purchase of 63 social-housing units for 61 Pata Rât families, plus two apartments for emergency situations. The project also set out to develop a resettlement methodology and provide ongoing support to families after relocation.2 Cooperation with Bergen included exchanges and training on social housing, crisis intervention and responses to social challenges.2
