NOI Avenue is a conversion of a former office building at Laan van Nieuw Oost-Indië in Bezuidenhout, a district of The Hague, Netherlands. Construction officially began in the first quarter of 2025. The scheme turns the post-war, 1970s building into a mixed-use residential complex, with a lateral extension along the avenue and townhouses planned above the existing parking garage on Carpentierstraat.23
The development is led by ERED, the real-estate developer within investment firm Egeria. ERED has owned the site since 2017 and took the lead in its development; ERED was founded in 2015.23 The project’s design is by Geurst & Schulze, and De Vries & Verburg is the main contractor.2
NOI Avenue comprises 221 homes: 157 rental apartments, 48 apartments for sale and 16 ground-level townhouses. Bouwinvest acquired the rental apartments for its Residential Fund, while ERED marketed the apartments for sale.3 The rental homes include 66 social-rent apartments, with the remainder in the middle- and private-rent segments.11 The scheme also includes commercial space at ground level; Resi describes the commercial frontage as approximately 900 square metres.11
The homes are planned to be gas-free, insulated and fitted with underfloor heating, and the project information gives them an A++ energy label.3 A below-ground car park serves the development. Completion is scheduled for the third quarter of 2027.3
