Librino Città Moderna is a public housing and urban renewal project in the Librino neighbourhood of Catania, Sicily. The City of Catania is the project’s developer and contracting authority; it is funded through PINQuA, the National Innovative Programme for the Quality of Living, under Italy’s National Recovery and Resilience Plan (PNRR). 24
The housing scheme comprises two buildings, each with 32 apartments, for a total of 64 public residential units. The municipal project documents describe the development as taking place without additional land consumption and identify reducing housing hardship and restoring social spaces as key objectives. 246
The worksite is at viale Moncada 27. In the article published on 12 May 2025, construction was under way: the foundations had been completed and the structures above them were being built. The article reported an investment of €10 million and said the homes were expected by 2026. 2
The wider works include improvements to outdoor areas, green space and parking. The article also reports a 150-space car park, an area for play and fitness, and plans for charging facilities for electric bicycles and scooters. The buildings are to include photovoltaic systems and energy-efficiency measures. 2 Official project documents additionally specify new green areas and the reorganisation of parking spaces beside the buildings. 6
The project is being delivered by the City of Catania. During a site visit reported in May 2025, Mayor Enrico Trantino and Public Works Councillor Sergio Parisi reviewed progress. 24 The sources consulted do not state a founding date for the project; the May 2025 article concerns construction progress rather than its launch. 24
