Les Moulins is a neighbourhood in Nice, France, and the focus of a long-running urban renewal programme. The initial Projet de Rénovation Urbaine (PRU) began in 2009; the Nouveau Programme de Renouvellement Urbain (NPRU) took over in 2020. The Métropole Nice Côte d’Azur leads the project, working with public bodies and housing partners. 1
The NPRU aims to connect the neighbourhood more closely with the rest of Nice and improve residents’ living environment. Its plans include more pedestrian public space, higher-quality housing, reorganised schools and improved circulation. The programme’s stated targets are 29,000 m² of new public spaces, demolition of 235 homes, rehabilitation of 748 and construction of 177. Demolition of buildings 6 and 8 began in 2024. 1
Resident input formed part of the programme’s development. In 2021, workshops and other consultation focused on public-space improvements. The process contributed to plans for a new street between rue Françoise Giroud and avenue de la Méditerranée, and for converting part of the Sœur Emmanuelle pedestrian path into a street open to traffic. 1
The NPRU follows the earlier PRU, which delivered or restructured 76,000 m² of streets and public spaces, demolished 547 homes, rehabilitated 1,244 and built 652. 1
