The Former Caserma Mameli is an urban redevelopment project in Milan’s north-east, on a site of more than 100,000 square metres between the Niguarda and Bicocca districts, in Municipality 9. The site is a former military complex at viale Suzzani 125. 23
The project’s developer and delivery body is the Consorzio Opere Urbanizzazione e Bonifica Area Mameli, established in 2025. It brings together Ardian, the principal investor; Redo, a co-investor acting on behalf of Fondo Re-City; and Prelios SGR, which manages funds and Areef 3 Mameli SICAF. The site was transferred from CDP SGR to Areef 3 Mameli SICAF. 2
The Municipality of Milan approved the Implementation Plan in 2021. Remediation works began on 10 November 2025, following the completion of the environmental authorisation process and publication of the urban-planning agreement in October 2025. 2
Plans call for a mixed-use neighbourhood, with 50% of the project designated as social housing, including around 800 subsidised student beds. The development is also expected to include commercial and community services, cultural uses, and educational and vocational-training activities in restored historic barracks buildings. 2
The public-realm plans include a 3.5-hectare park and 385 new trees; the project announcement says green coverage will increase by 41%. The wider plan aims to connect the area with nearby Parco Nord, Niguarda’s historic centre and the Bicocca university campus. 2
Remediation is expected to take about 18 months, followed by urbanisation works and the opening of the park. The full intervention is planned to unfold over six years, with public works prioritised. 2
