The former military building on Avenida de França in Porto is being rehabilitated for use as affordable rental housing. The intervention is promoted by the Institute for Housing and Urban Rehabilitation (IHRU), in collaboration with Construção Pública; the works were reported as close to completion in September 2026.11
The project will provide 40 homes: 12 one-bedroom (T1) units, 21 two-bedroom (T2) units and seven three-bedroom (T3) units. They are intended for affordable renting, adding housing in a central urban area.11 The investment exceeds €9 million and is financed through Portugal’s Recovery and Resilience Plan (PRR) and the European Union’s NextGenerationEU mechanism.11
The building was formerly used by the Northern Military Recruitment Directorate and had stood unused before its conversion was planned. An architectural-design tender was launched in 2023, initially targeting 36 homes; the completed design enabled a total of 40.310 The project turns an existing public property from administrative use into housing, rather than creating a new building on a separate site.11
