El Cedre is a planned affordable-rental housing building at Carrer del Cedre, 18, in Santa Coloma, within Andorra la Vella, Andorra. The project was formalised in a November 2024 agreement between the Andorra la Vella municipal authority (Comú) and the Government of Andorra. The Comú is making the land available for 40 years and is responsible for works supervision; the Government is responsible for building and managing the homes through the Institut de l’Habitatge. 2
The scheme provides for 30 rental apartments with one, two or three bedrooms, alongside a public square. The initial agreement described the apartments as affordable housing; later project information gives unit sizes of approximately 35–82 square metres. 26 The architectural project was prepared by Altura Arquitectes and includes a public square of about 1,000 square metres, with areas for play and older residents. 56
The agreement was signed by Andorra la Vella’s mayor, Sergi González, and Andorra’s head of government, Xavier Espot, in the presence of housing minister Conxita Marsol and other officials. 2 The project is a collaboration between the municipal authority and the national Government to add affordable rental homes to the public housing stock. 26 Construction works were awarded to Construccions i Edificacions les Valls for €8,267,114.34, according to a Government announcement. 2
The project’s developer is the Government of Andorra, which is responsible for construction and housing management; the Comú provides the site and works supervision. 2
