Cluj4Home is a social-housing project approved for implementation in 2025 by Cluj-Napoca’s Local Council. Its focus is residents of Pata-Rât, a disadvantaged area on the outskirts of Cluj-Napoca, and it aims to address housing disadvantage and support social inclusion through access to decent housing.56 The project continues earlier local initiatives, including INFIELD, and involves the Cluj Metropolitan Area Intercommunity Development Association (ADI ZMC), Cluj-Napoca City Hall and the city’s Social and Medical Assistance Department.811
ADI ZMC led the operational work: developing selection criteria, assessing applications, visiting applicants’ homes and providing advice and support. The project ran from September to December 2025. It informed 334 people across Pata-Rât’s four communities and counselled 241; 141 families applied and received home visits, with five applications deemed ineligible.8 Applicants were ranked, and the final priority list was published on 24 December 2025.8
The project’s housing component aimed to acquire at least ten apartments for beneficiaries. By the end of the reporting period, ten properties had been purchased, and ten rental agreements were signed on 29 December 2025. Six families were scheduled to move from January 2026 and four from February; four apartments could not be handed over in 2025 because of outstanding transfer arrangements or late availability.8 The project’s approach matched families to homes by considering household size and needs, vulnerabilities, health and disability, safety concerns, and stated preferences.8
Emil Boc attended the public ceremony at which the rental agreements were signed. The project was initiated by local vice-mayor and councillor Oláh Emese.511
