Bertalia-Lazzaretto is a planned residential and urban-regeneration project in Bologna’s Navile district, Italy. The Municipality of Bologna is the client and organiser of the design competition, which was launched on 21 December 2023 as part of the city’s Piano per l’Abitare housing strategy.2510
The development is planned to provide about 236 homes: approximately 117 social-rental homes and 119 places in a public student residence. The completed area is expected to accommodate around 700 people, including 180 university students described as deserving and on low incomes.24 The project is intended to address demand for affordable housing while supporting a sustainable residential community.2
The winning team, announced on 28 October 2024, comprises ATI Project, a-fact architecture factory, Weber Architects and Parcnouveau.23 The city commissioned preparation of the technical and economic feasibility project on 11 November 2024. As of May 2025, that work was ongoing, with materials to be submitted to the heritage authority.3
The plans include shared public spaces and a cycle-and-pedestrian route connecting the district with nearby areas and the city centre.45 The project is also intended to support a large energy community; this is stated as an objective on the official project page, rather than a completed feature.3
