Woonstad Rotterdam is a housing corporation headquartered in Rotterdam, serving exclusively the city’s urban area. Its roots trace back to 1909 with the establishment of the municipal housing company De Maatschappij voor Volkswoningen. In 1989, this municipal entity was privatized; in 1999, it merged with other local private housing bodies, eventually becoming Woonstad Rotterdam. Today, it is among the largest social landlords in the Netherlands: approximately 16% of Rotterdam residents live in homes owned or managed by Woonstad.
The organization’s portfolio encompasses social and middle-income rental housing but also includes student housing and community-oriented redevelopment. For example, construction began in 2025 on over 300 modular student homes at Toepad, targeting both Dutch and international students enrolled in Rotterdam’s educational institutions. Rents start at approximately €450 for students under 23.
Woonstad Rotterdam invests in innovative and sustainable development. The recently completed Valckensteyn project in Pendrecht is Rotterdam’s first mass-timber residential building, consisting of 82 affordable rental units. This building combines circular timber construction with energy efficiency and follows historic urban frameworks.
Another example, Kop Dakpark, delivers 153 affordable homes—63 social and 90 middle-income—in a structure designed to boost biodiversity and urban greenery.
Woonstad Rotterdam does not pursue profit maximization. Instead, it reinvests rental income toward new development, maintenance, and upgrades to existing stock, sustaining its social mission across generations of city residents.
