SVn, formally Stichting Stimuleringsfonds Volkshuisvesting Nederlandse gemeenten, is an independent Dutch foundation without a profit motive. 4 It was founded in 1996 and initially operated from a farm in Hoevelaken before developing into a professional organisation based in Amersfoort. 3 The organisation has more than 200 employees. 311
SVn develops, manages and administers financing arrangements for public authorities and other partners. Its work covers housing, the energy transition and urban renewal.1 The organisation works with municipalities, provinces, the national government, housing corporations and other partners to finance projects and measures that may be too small, complex or risky for conventional financiers.911
Its beneficiaries include homeowners, first-time buyers, businesses, homeowners’ associations, associations, foundations, cooperatives and project developers. 312 Financing can support energy-efficiency improvements, renovations, necessary maintenance, accessibility adaptations and the purchase of a first home. 1 SVn also manages funds for public and mission-oriented investors, including arrangements related to sustainable development and urban regeneration. 91
SVn operates nationally in the Netherlands, working through local and regional government programmes rather than as a lender confined to one municipality. 911 Its governance consists of a management board and a supervisory board; the current managing directors are Arjen Gielen, chief executive officer, and Jaap Witteveen, chief operating officer. 3 The supervisory board is chaired by Milo Schoenmaker. 3
In 2025, SVn issued 12,565 loans for sustainability measures, renovations or the purchase of a first home. 1 The organisation is headquartered in Amersfoort, while its statutory seat is in Hoevelaken. 3
