Right to Housing! Now and Forever is a European Citizens' Initiative asking the EU for access to housing that is affordable, sustainable and fair. The European Commission registered it on 17 July 2026, after the organisers amended their first request, and signature collection opened on 14 September 2026. One million signatures from at least seven member states would oblige the Commission to respond; the campaign is aiming for 1.2 million.
It makes nine demands: regulate short-term rentals and vacancy; convert empty homes and offices into housing; incentives and fast permits that make renovation the first choice; public money that serves people rather than speculation; fiscal rules that let governments invest more in housing; an EU housing fund; enforceable standards to keep housing affordable and sustainable; keeping residents in their homes during EU-funded renovation; and an EU Housing Agency to govern it transparently. Its argument is that the fastest, cheapest and greenest way to house Europe is the buildings that already stand.
The initiative is run by HouseEurope!, the Berlin-based non-profit whose earlier citizens' initiative for a right to reuse closed short of its signature threshold in January 2026, with a coalition of some 60 organisations, local authorities and institutions from across Europe, among them Energy Cities and Habitat for Humanity.
