The Fraunhofer Morgenstadt Initiative is a network combining research institutes, municipalities, and companies focused on developing sustainable urban solutions. Founded in 2012 by the Fraunhofer Institute for Industrial Engineering (IAO) in Stuttgart, it operates as an ongoing research and innovation platform rather than a temporary project.
The initiative emerged from recognition that cities serve as drivers of ecological, social, and economic innovation. Its approach distinguishes itself by treating cities as complex adaptive systems requiring cross-sectoral coordination. Rather than optimizing individual technologies like energy systems or mobility separately, Morgenstadt integrates them into holistic frameworks.
The network spans seven research fields: energy, buildings, production and logistics, mobility and transport, information and communication, urban processes and organization, and security. It operates through collaborative City Labs, where Fraunhofer researchers spend extended periods in partner cities conducting qualitative and quantitative analyses, engaging stakeholders, and developing actionable recommendations.
A defining tool is the Morgenstadt City Index, which measures urban sustainability across 28 indicators grouped into four pillars: livable, resilient, green, and innovative cities. Thirty cities have participated in this assessment framework, ranging from German municipalities like Berlin and Chemnitz to European cities such as Prague, Lisbon, and Tbilisi.
Recent projects demonstrate international scope. A completed initiative spanning 2018 to 2023 operated in Saltillo (Mexico), Kochi (India), and Piura (Peru), implementing climate-adapted urban solutions funded by the International Climate Initiative. These pilot projects incorporated blue-green infrastructure, waste management systems, and renewable energy installations developed through community engagement processes.
