The Major Development Agency Thessaloniki (MDAT) S.A., formerly the Metropolitan Development Agency Thessaloniki S.A., was established in 1994 as a development company serving the greater metropolitan urban district of Thessaloniki, Greece. 1 Its local-government shareholders include 11 municipalities—Thessaloniki, Kalamaria, Pavlos Melas, Ampelokipoi–Menemeni, Kordelio–Evosmos, Neapoli–Sykies, Delta, Oreokastro, Thermi, Chalkidona and Pylaia–Hortiatis—as well as NOESIS and the Centre for Research and Technology Hellas (CERTH). 1
MDAT provides management and technical support to its local-government shareholders, including development planning, project preparation and implementation oversight. 1 Its work spans municipal and inter-municipal projects, sustainable urban development, mobility and accessibility, transport and urban planning, environmental action, innovation, and social inclusion. 1 The agency also helps local authorities and partners develop projects and pursue funding through European, national and international instruments. 1
One major collaboration with the Municipality of Thessaloniki was the Resilient Strategy 2030, developed after the city joined the 100 Resilient Cities network in 2014. 1 The strategy drew on a participatory process involving more than 40 organizations and 2,000 citizens. 1 MDAT’s work also includes housing policy: its Social Resilience and Inclusion Department has worked with the municipality on social and affordable housing measures intended to address homelessness and housing exclusion. 1
