The Institut Nacional de l’Habitatge (INH) is an autonomous public body in Andorra, established by Law 15/2021 of 17 June 2021. The law gives it its own legal personality, capacity to act and assets, and defines its remit across the country. 24
The INH’s central role is to help plan and carry out Andorra’s housing policies. It advises the Government, develops policy proposals and public information services, and conducts studies and produces housing indicators to help assess conditions in the property market and the need for public housing. 49
Its operational responsibilities include promoting public-protection housing, managing applications and allocations for such homes, and proposing standards and eligibility rules. The institute can promote refurbishment of housing in its portfolio and work with other public administrations on property and resources. It also monitors housing quality, accessibility, appropriate use and market transparency, and publicises relevant rental and renovation assistance. 49
The law also provides for a Housing Fund, a National Housing Commission, and arrangements for collecting housing statistics, including data on rental contracts. Public housing development may be delivered indirectly, including through concessions. 212
The institute is headquartered at Ciutat de Valls 69 in Andorra la Vella. Its first director and chair of the governing committee was Josep M. Pla Maronda, appointed in October 2021; Marta Alberch Terrés became director in September 2024, according to her LinkedIn profile. 31311 The INH’s work is national in scope, focused on housing policy and access to housing in Andorra. 9
