Housing and Tenants Organization (HTO) is a citizens’ association founded in 2022 to advance housing, living conditions and tenant rights in the Republic of North Macedonia.1 Its registered seat is in Skopje, at Cedomir Minderovic Street 41.6
HTO researches the conditions and rights of tenants and housing, prepares expert opinions, and proposes changes to the legal framework to address housing and tenancy problems.1 It also runs awareness-raising programs on the right to dignified and accessible housing, and shares housing approaches and innovations from other countries.1 Its work includes advocacy to increase public understanding of tenants and housing issues, with the stated aim of supporting positive social change.1
HTO identifies young people in Skopje as a group facing barriers to safe, affordable and adequate housing, including poverty, unemployment and the high cost of living.1 The SMART Balkans project description places HTO in a collaborative effort with housing organizations in Bosnia and Herzegovina and Montenegro to involve young people in finding solutions to housing needs; students living in dormitories are a particular focus for civic participation.1
The organization’s primary area of activity is North Macedonia, and its statute specifies that it operates across the country, with organizational activity in the Skopje area.16 Maja Staleska is identified as HTO’s president and co-founder.3 The official website also names her as president and lists team roles in finance, programming and analysis.2
