Ettevõtluse ja Innovatsiooni SA (EIS), also known in English as the Estonian Business and Innovation Agency, is Estonia’s public-sector organisation for supporting entrepreneurship, innovation, exports and improvements to the living environment.1113 The unified agency was created in January 2022 through the merger of Enterprise Estonia (EAS) and KredEx.49 Its registered office is at Sepise 7 in Tallinn, Estonia, and it also has offices in Tartu and Pärnu.23
EIS works primarily across Estonia while supporting Estonian companies in international markets. Its export services help businesses identify target markets, find customers and partners, obtain market information and increase export capacity.14 The organisation also provides financing instruments, including export loans and loan guarantees, to help companies enter foreign markets and complete international transactions.12
Innovation is another core area. EIS advises and finances research and development, supports the creation of intellectual property and high-value products, and helps knowledge-intensive companies connect with research institutions, infrastructure and specialist services.1315 Its priority fields include digital solutions, health technologies, food and wood resources, secondary raw materials and mineral-resource valorisation, and smart energy solutions.
The agency also operates in residential housing and energy efficiency.
