The Empresa Municipal de la Vivienda y Suelo (EMVS) is a public company owned by Madrid City Council, established on September 18, 1981, to promote social housing construction and urban rehabilitation. Initially staffed by four people managing 7,453 inherited properties, it expanded to nearly 320 employees by 2021.
Over four decades, EMVS built almost 30,000 protected homes across 450 developments, rehabilitated 162,300 dwellings, and invested 2,540 million euros in new builds and regeneration. It managed 31,000 private rentals and cleared chabolismo settlements like Cañada Real Galiana, rehoming hundreds of families. In 2008, it completed a record 2,152 homes. The "S" for Suelo was added in 2004 after merging with the land company.
Since 2015, under policy shifts, it prioritizes rentals over sales, growing its stock from 6,600 to nearly 10,000 units by 2026. Current projects include 28 developments with 2,380 homes (mostly energy class A), plus 2,500 more starting in 2026 across six districts via the Suma Vivienda Plan, using industrialized wood methods like Iberia Loreto 1 in Barajas (52 units). It also advances Passivhaus-certified builds in Carabanchel.
