The Consejo de la Juventud de España (CJE), or Spanish Youth Council, is a national platform of more than 60 youth organisations. Its membership brings together the youth councils of Spain’s autonomous communities and youth organisations operating at state level. Established by law in 1983, it provides a forum for coordination, dialogue, training and cooperation across the youth associative movement. 2
The Council’s central purpose is to enable young people to participate in Spain’s political, social, economic and cultural life, and to represent their interests in public-policy discussions. Its work includes advocating for youth rights, developing proposals for government and representative bodies, supporting young people’s participation in decision-making, and collaborating with youth and third-sector organisations. 12
The CJE also produces an Observatory of Emancipation, which tracks indicators related to young people’s employment, housing and transition to adult life in Spain. Its analysis focuses particularly on ages 16–29, while also presenting data for people up to age 34. 1
The organisation is based in Madrid and works across Spain, with international representation also part of its remit. 11 Its governing Permanent Commission is elected by the General Assembly for a two-year term. Sara Villodre Pérez of ASDE–Scouts de España became president in September 2026, following the CJE’s 26th Ordinary General Assembly. 212
