The Confederación de Cooperativas de Viviendas de España (CONCOVI) is Spain’s only nationwide federation representing housing cooperatives, officially recognized as a key social interlocutor with national ministries in the areas of labor and housing. Its headquarters are located near Madrid. The organization traces its origins back to the National Union of Housing Cooperatives founded in 1961, and adopted its current name and structure following the cooperative law reform of 1987 and its establishment in 1988.
CONCOVI groups housing cooperatives through territorial federations and direct affiliations. It currently encompasses around 2,700 housing cooperatives across Spain. The organization plays a central role in coordinating the cooperative movement, auditing member cooperatives, and providing legal advice to ensure compliance with regulations and protection of cooperative members' interests. In 2018, the economic activity managed by CONCOVI surpassed 2 billion euros, with over 8,000 housing units developed by member cooperatives that year. In the most recent reported period, its activity generated more than 36,000 jobs, reflecting significant economic and social impact.
CONCOVI maintains a registry of housing applicants, matching demand for cooperative homes in specific areas, and is noted for organizing sector events such as SIMA SPRING 2025 in Madrid. Recent projects include the re-activation of a stalled 73-unit cooperative in Málaga and advocacy for tenancy-based cooperative housing in parliament. CONCOVI is also a founder of the Social Economy Employers’ Association CEPES and represents Spain in Housing Europe, the continent’s federation of public, cooperative, and social housing.
