The Torri di Librino project concerns two unfinished residential towers on viale Biagio Pecorino and viale San Teodoro, in the Librino district of Catania, Italy. In March 2021, the Municipality of Catania and the Istituto Autonomo Case Popolari (IACP) agreed to recover and complete the buildings, whose construction had been stalled for more than 20 years. The agreement was signed by Catania mayor Salvo Pogliese and IACP president Angelo Sicali. 2
The planned overall scope was 144 homes—72 in each tower—for families in housing need. The estimated cost in the 2021 agreement was €12.5 million, to be funded through European or national programmes. The Municipality was assigned responsibility for carrying out the works, while IACP retained ownership and responsibility for relations with residents and extraordinary maintenance after completion. 2
The two buildings have since moved forward on different schedules. In 2025, Catania approved work on the San Teodoro tower, initially describing 72 apartments across its residential floors; subsequent reporting has described phased completion, with 36 homes in the first phase and further homes dependent on additional funding. 31112 The original 2021 agreement therefore sets out the broader objective for both towers, while the later reports indicate that implementation is proceeding in stages. 212
