Star-Dock L’Alternatif is a mixed-use development in the Starlette district of Strasbourg, France, forming part of the wider Deux-Rives urban project. It was designed to combine housing with a public parking facility and neighbourhood services. 34
The scheme comprises 81 homes: 47 social-rental apartments developed by Ophéa and 34 homes for purchase through Bail réel solidaire (BRS), a French shared-land-ownership arrangement. The project also includes a 496-space parking structure, a shop, a shared library and mobility services. 34 The BRS homes are supported by Opidia and the Organisme Foncier Solidaire d’Alsace (OFSA); the land remains with the OFSA while qualifying buyers purchase the buildings and pay a monthly land charge. 24
The scheme was inaugurated on 23 January 2023 and is the first BRS homeownership project in Strasbourg. 17 For the 34 BRS apartments, reported sale prices were €3,300 per square metre, with a land charge of €1.50 per square metre per month. 17 Eligibility is subject to income limits, and the long-term lease allows resale or inheritance under specified conditions. 1
The wider StarDock development is carried by the public development company SPL Deux-Rives, alongside housing operators Opidia and Ophéa and OFSA. 311 The construction contract was valued at approximately €18.6 million including tax; the article reports contributions from Opidia, Ophéa and SPL Deux-Rives. 1 Construction began in 2022, with completion originally planned for 2024. 11
