Project Portrait: Park West Plaza
Park West Plaza is an adaptive reuse redevelopment situated in the Park West Business Park in Cherry Orchard, Dublin, Ireland. Completed in November 2022 following a two-year conversion process, the €26 million project transformed two vacant four-storey commercial office blocks into a five-storey residential development containing 86 social housing apartments. The commercial premises had stood idle for two decades prior to the intervention and now provide permanent accommodation for more than 200 people.
The development was executed by private developer Harcourt Developments on behalf of Túath Housing, a leading Irish approved housing body and charity, in partnership with Dublin City Council. Key personnel overseeing the delivery included Martin Loughran, director of property development at Túath Housing, who coordinated the architectural and structural adaptations with Harcourt Developments.
The scope of the project comprised the retrofit and structural repurposing of approximately 9,000 square metres of disused office space. The work retained the original structural fabric—such as load-bearing concrete columns within individual layouts—while converting interior void spaces into shared community amenities. The project averaged approximately €309,000 per unit, delivering substantial cost efficiencies compared to comparable ground-up developments. Financed via government housing programmes and private social investment funds, all 86 units were allocated to individuals and families from Dublin City Council's social housing list, with rents calculated as a proportion of household income. The initiative represents one of the largest office-to-residential conversions in Ireland.
