Oxy is the redevelopment of the former Centre Monnaie tower, a modernist office building in central Brussels between Place De Brouckère and Place de la Monnaie. The building previously housed offices for the City of Brussels and bpost. The project aims to replace its single-purpose office use with a mix of workplaces, homes, hospitality, retail and public-facing spaces.13
The developers are Immobel and Whitewood. The design was developed by Norwegian architecture studio Snøhetta with Belgian firm Binst Architects, alongside local partners involved in the project’s execution.128 Construction began in February 2024, following an urban-planning permit issued in 2023. The project was launched earlier: Immobel, Whitewood and DW Partners held an international architecture competition for the redevelopment in September 2019.56
Plans reported by BX1 include approximately 43,000 square metres of offices, a 316-room hotel, 112 apartments, retail space, parking for bicycles and cars, and a planted rooftop area of 6,000 square metres with a promenade, restaurant, bar and terrace. The reported investment is close to €300 million. The plans also emphasise retaining and reusing building materials, with heat pumps and solar panels among the proposed energy measures.1 Engie was identified as a future major office tenant, with a planned move of its headquarters in 2026.1
The project is a refurbishment rather than demolition: its stated scope is to adapt the existing building for a broader range of uses while retaining its original design.12 BX1 reported a target of mid-2027 for the apartments, while the developers’ announcement described the completed building as expected in the first half of 2027, subject to the construction schedule.15
