Cœur Paris is a mixed-use redevelopment of the former headquarters of Assistance publique–Hôpitaux de Paris (AP-HP), opposite Paris City Hall and near the Seine. The site comprises two historic Haussmann-era buildings with a combined area of 27,000 square metres. The project was selected in 2022 following a City of Paris call for projects launched in 2021 to find a new use for the AP-HP-owned property. 1
The development is being delivered by a consortium of BNP Paribas Real Estate, Apsys and RATP Habitat. The €450 million scheme allocates 40% of the investment to each of BNP Paribas Real Estate and Apsys, and 20% to RATP Habitat. Their respective roles include marketing the offices, managing retail, and leading the housing component. AP-HP retains ownership of the buildings under an 80-year lease. 1
Planned uses include almost 16,000 square metres of offices, 48 social homes for AP-HP healthcare workers and RATP employees, and a 50-unit residence for young workers. The programme also includes a women’s centre with 50 accommodation places for people affected by violence, shops including a restaurant and gym, and a health centre. Social and solidarity-economy activities and a bicycle mobility hub are also planned. 13
Work has begun, with completion expected in 2028. The project is intended to bring a range of workplaces, housing and services into the former institutional site. 15
