The project is a pilot cooperative housing initiative in Križevci, Croatia, developed to test a new legal and organisational model for affordable housing. It focuses on converting a former military facility into a housing cooperative, with the aim of creating long-term affordable homes and shared spaces rather than speculative private ownership.12
The case study indicates that the pilot started in 2021 and was developed as a joint project involving Open Architecture cooperative (Zadruga otvorena arhitektura), the Cooperative for Ethical Financing (Zadruga za etično financiranje), the European cooperative MOBA housing SCE, and the City of Križevci.124 Other public reporting identifies the main figures associated with the project as Ivan Vadanjel and Ivon Pavlović, both linked to the cooperative partners working on the model.
The project’s scope is local and practical: it is intended to deliver 36 apartments, together with 260 m² of common areas and 240 m² of coworking space.1 The broader objective is to establish a framework for cooperative housing in Croatia, especially for young people, first-time buyers, and older residents, in response to rising housing costs, low incomes, and housing speculation.1 It is also presented as part of a wider regeneration of a former military site into a mixed-use civic area.4
