Caserne Exelmans is a mixed-use redevelopment of a former gendarmerie barracks at 45–47 boulevard Exelmans in Paris’s 16th arrondissement. Built in 1909, the site has been converted into housing and community facilities while retaining and rehabilitating its existing buildings.510
Paris Habitat is the project’s developer. The architectural design was led by Brunnquell & André Architectes; the project was carried out through a long-term lease granted by the City of Paris.110 Paris Habitat’s project description gives a budget of €29.6 million, while its later completion report puts the total at about €30 million.25
The completed programme includes 50 social family homes, a 53-place accommodation and stabilization centre, and a 26-unit maison relais, a supported residence for people who need a stable home. It also includes a 36-place nursery, a maternal and child health centre (PMI), a Paris Habitat local agency and shared spaces for residents and neighbours.59 The accommodation centre and maison relais are managed by the association Aurore.59
Rather than treating the housing and services as separate components, the scheme is organised around shared use and management involving Paris Habitat, its subsidiary L’Habitation confortable, the City of Paris early-childhood department and Aurore.12 The refurbishment also addressed accessibility and thermal performance, and reorganised outdoor areas to increase vegetation.25
Work took about three years. Paris Habitat reported the site delivered in February 2026; services and the first residents were moving in as the project opened.56
