UTOP Coopérative d’Habitants is a resident-led housing cooperative based at 46 rue Sorbier in Paris’s 20th arrondissement. It brings together 17 households in a single seven‑storey building of 17 social-rent apartments, delivered in 2023 after roughly a decade of development.
The story begins around 2012, when four friends from a militant brass band started looking for a way to combine living space and professional activities in Paris despite low incomes and high rents. They responded to the City of Paris’s 2014 call for participatory housing projects and were selected in 2015 as one of three winners for municipal plots reserved for such experiments.
Legally, UTOP is a “Loi ALUR” housing cooperative set up as a SAS. The cooperative groups the resident households with social landlord Habitat & Humanisme and the HLM cooperative Coopimmo. Coopimmo owns the land and leases it to UTOP under a long-term construction lease, while the cooperative collectively owns the building. Residents pay a regulated cooperative rent, which services the construction loan; they hold social shares rather than individual property titles.
The 17 dwellings are classified as social housing, with 14 units financed under the PLS scheme and 3 under the PLAI scheme. Common spaces include shared laundry facilities, communal rooms and a ground-floor area used by a theatre company linked to the “Territoire zéro chômeur de longue durée” initiative and by a journalists’ collective during the day.
UTOP now documents its process and opens its ground floor to local associations, signalling an ambition to make its model reproducible beyond this first Paris building.
