Portaal is a Dutch housing association that provides affordable housing and works on the quality of neighbourhoods in five regions: Utrecht, Nijmegen, Eemland, Leiden and Arnhem.1315 Its portfolio serves more than 50,000 households; the organisation describes its tenants as more than 100,000 residents.156 Its registered parent organisation is Stichting Portaal.11
The organisation rents out social housing and also offers higher-priced private-sector rentals and homes for sale.617 Its work includes maintaining homes, handling repairs and collaborating with residents, municipalities and local partners on neighbourhood issues.1415 Portaal says it aims to create neighbourhoods where residents feel at home and look out for one another, and involves residents in decisions about local work.15
Portaal has roots in a long history of housing provision, but the present-day organisation was formed in 2002 through a merger of Portaal Woonstichting and Stichting Genuagroep.116 The organisation’s registered office and head office are in Utrecht, with regional locations serving its five operating areas.912
As of October 2026, Portaal’s two-person executive board consists of Sander Heinsman, chair, and Arjel Woudstra, board member; the board is responsible for day-to-day management and long-term strategy.2 Portaal’s LinkedIn page also identifies it as a social-housing landlord working with tenants, community organisations and public authorities.6
