Organisme de Foncier Solidaire de Montpellier Méditerranée Métropole (OFS de Montpellier Méditerranée Métropole) is a French public-interest solidarity land trust established to promote permanent affordable homeownership across the Montpellier metropolitan area in the Occitanie region.
The organization operates through the Bail Réel Solidaire (BRS) framework instituted under France’s ALUR housing legislation. Under this model, property ownership is divided: the OFS retains long-term ownership of the land, while eligible low- and middle-income households purchase only the built residential unit. This separation reduces initial purchase prices by 30% to 50% compared to local market rates. Occupants enter into a long-term, 99-year renewable lease and pay a regulated monthly ground fee (typically €1.30 to €1.50 per square meter). To safeguard affordability for future buyers and prevent real estate speculation, resale prices and income eligibility criteria remain permanently capped and regulated.
Initiated by the Montpellier Méditerranée Métropole local authority and officially accredited by the Regional Prefect of Occitanie in June 2022, the OFS operates with key regional urban development and social housing partners, including Altémed (SERM-SA3M, ACM Habitat), FDI Habitat, CDC Habitat Social, and SFHE. The organization is presided over by Claudine Vassas-Mejri. Its residential developments span multiple municipalities across the metropolis, including Montpellier, Castelnau-le-Lez, Lattes, and Saint-Brès.
