Ophéa is a public social-housing organisation based in Strasbourg, France, with a history dating to 1923. It began as the Office Public d’Habitations à Bon Marché de la Ville de Strasbourg, created on the initiative of Strasbourg Mayor Jacques Peirotes; its first allocation comprised 233 homes. The organisation later operated as CUS Habitat, before adopting the name Ophéa on 1 July 2019.2
Ophéa manages more than 20,600 homes for over 51,000 residents across 22 municipalities of the Eurométropole de Strasbourg.2 Its work covers the design, construction, management and maintenance of housing. It also develops social housing, contributes to urban renewal and neighbourhood social balance, and provides tenants with advice and support throughout their housing journeys, including pathways to home ownership where possible and desired.2
The organisation states that its public-service mission is guided by the values “human, responsible and supportive,” and that it places people and the environment at the centre of its work.2 Its headquarters moved in 2013 to the Pôle de l’Habitat Social at 24 route de l’Hôpital in Strasbourg.211 Ophéa is also part of the emha territorial group, formed with Habitation moderne and Foyer Moderne; together, the group represents more than 31,000 homes in the Strasbourg metropolitan area.2
